WSO2 Balana is based on Sun's XACML Implementation [1]. All developments have been done on
top of the source code of Sun's XACML Implementation. Base source code has been copied from [2] with SVN revision 137.  License of
Sun's XACML implementation can be found at here [3]. But WSO2 Balana implementation is released under Apache2 license [4]
